Dale was born the son of Clarence and Mabel Neal on January 22, 1932, in Wellington, Kansas.  On February 28, 1992, he married Judy Jelinek (Skaggs).  Together they have celebrated 30 years of marriage.  Dale was incredibly smart, brave, and loving.  Growing up Dale lived with his family and enjoyed raccoon hunting with his father. He often told stories about how he used to wake up early to help with chores around the farm which included milking cows by hand. After being discharged from the military, he served in several law enforcement positions including Kingman Sheriff's Department, Arkansas City Police Department, Sumner County Sheriff's Department, and South Haven Police Department. Dale also served as the Wellington Lake Patrol and superintendent officer. After several years of service, he moved to Meghan Coves in Grove, Oklahoma with his wife, Judy. There they enjoyed many years fishing and spending time with friends and family. Dale worked as the Shangri-La janitor and Meghan Coves Security Guard for nine years. He retired and moved to Blackwell, Oklahoma, where he spent many years with his wife, sons, stepdaughters, and grandchildren. He loved fishing, trapping, hunting, and spending time outside watching the wildlife. He lived in Blackwell for thirteen years until he moved to Braman, Oklahoma, where he lived out his remaining years.
