At an early age, Holley attended Fairview Public School, Woodward Public School and, when her family moved to Cherokee in 1969, after her parents purchased the Cherokee Messenger and Republican, she attended and graduated from Cherokee Public School While attending school at Cherokee, Holley also attended Hissom Memorial Center, a school for individuals with developmental disabilities, in Sand Springs. She was a teacher for the Cherokee First United Methodist Church Kids Club where she also served as a Sunday school teacher.

Although a privilege, Holley thought it was her constitutional right to drive a car.
